The Health System Response Monitor (HSRM) has been designed in response to the COVID-19 outbreak to collect and organize up-to-date information on how countries are responding to the crisis. It focuses primarily on the responses of health systems but also captures wider public health initiatives. This is a joint undertaking of the WHO Regional Office for Europe, the European Commission, and the European Observatory on Health Systems and Policies.

Preventing COVID-19 transmission: Meeting the challenge of scaling-up population testing

The importance of scaling-up testing to detect and prevent transmission of COVID-19 cannot be overestimated. However, it can only be effective as part of a whole-systems response. A systems approach is not just the capacity to test at scale; it also means sharing data to refer every positive test result for contact tracing and a fair isolation policy. All of this must be designed as an integral component of health and public health services, ensuring the best use of, and integration with, local systems.
